Approval of the State Policy and Programme on Disaster Protection
According to Article 43.1 of the Law on the State Ikh Khural of Mongolia, the State Ikh Khural RESOLVES hereby:
- To approve “the State Policy on Disaster Protection” by appendix 1 and “the National Programme on Strengthening Disaster Protection Capacity” by appendix 2.
- To assign the Government of Mongolia (S.Batbold) to develop and approve the Implementation Plan of the State Policy and Programme on Disaster Protection and reflect the required implementation measures and the costs into annual national socio-economic development guidelines and state budget.

the sTATE POLICY on DISASTER PROTECTION
FIRST. General Provisions
1.1. Based on the fundamental principles of the Constitution of Mongolia and National Security, the State Policy on Disaster Protection is an underlying document that adheres to Mongolian legislations and International provisions.
1.2. To support the sustainable socio-economic development of the country, the purpose of the State Policy on Disaster Protection is to strengthen the disaster management system, educate the public on safe living, reduce disaster vulnerability and enable the participation of national and local government agencies, professional organizations, the private sector and citizens in disaster protection activities.
SECOND. General Guidelines for the State Policy on Disaster Protection
2.1. Strengthen the disaster management system and support the efficient involvement of national and local government agencies, professional organizations, the private sector and citizens in disaster protection activities;
2.2. Conduct risk assessments of natural, man-made and technical disasters by each type and implement disaster vulnerability reduction activities at national level;
2.3. Enhance the legal and regulatory environment for coordination of humanitarian disaster relief operations, strengthening insurance coverage, empowering government and the private sector’s commitment to disaster protection and promoting a common understanding of the terminologies used on this subject;
2.4. Introduce the latest technologies and methodologies in the assessment and forecasting of potential disastrous and hazardous phenomena; and advance the early warning system to establish efficient and effective information dissemination methods;
2.5. Strengthen the capacity of human and technical resources for disaster response;
